The Team

Breakthrough’s Founder and CEO, Deb Hanmer, is an experienced public sector professional. Deb has driven programmatic change and innovation in organizations and communities across the country. Deb is a sought-after public sector leadership strategist specializing in developing effective management and support systems within organizations. Deb has deep expertise in leadership development, strategic planning, school culture and climate, program development and parent/community engagement practices.

Before starting Breakthrough, Deb oversaw student support services for a network of schools in Washington, DC and has served in a variety of senior leadership roles in both schools and nonprofits across the country. Deb holds a Bachelor of Arts in History from Dartmouth College, a Masters of Public Administration from the Maxwell School at Syracuse University and a Masters in Educational Leadership from Cambridge College. Deb currently lives in Rochester, NY and is a proud wife and mother to an amazing family.

Deborah Hanmer, MPA, M.Ed

Breakthrough’s Managing Partner, Steve Hanmer has 25 years of progressive experience in government, higher education, non-profit and private sectors. As a Managing Partner at Breakthrough Leadership Consulting, Mr. Hanmer specializes in business process redesign, program evaluation, budget forecasting, grant/contract management, integrated data management, and data system design to support all levels of decision-making. Mr. Hanmer has demonstrated the ability to thrive in dynamic and fast-paced environments, working to shape the future of organizations and communities. Mr. Hanmer learns quickly, adapts to different environments, and develops creative solutions that are appropriate and actionable. Steve earned his Bachelor's in Environmental Sciences from Syracuse University and has a Master's in Public Administration from the Maxwell School. Steve is also a certified Change Management Professional.
